It will also shave 1-2 turns off a market, and between 3 and 8 turns each off 5 courthouses. Our real problem is the city maintenance. Unfortunately there is no way to know how much it will increase civic cost since we've avoided even researching monotheism.

Actually it is possible to check it. I believe Provolution did it some time ago, you just have to go to the civics screen, click on OR, and then it will display the new cost.
 
Hereditary Rule to Representation costs us 6 GPT more (56-62)
Vassalage wuuld have cost us 4 more than Bureaucracy (before discounting units costs) (56-60), but we remain at Bureaucracy
Serfdom is as cheap as barbarism, but Caste System would have cost us 6 gpt more. (56-62). But we remain at Serfdom (56)
Organized Religion cost us 10 GPT more than Paganism (56-66)

The total cost in civics, with the revolution, costs us: 72 GPT, which is 16 GPT more than what we have today.

Since we are researching guilds and banking, and we are to build several courthouses, markets, grocers and banks 25 % faster, I see the Organized Religion as an investment. As you see, Serfdom is entirely smart and uncontroversial compared to "Caste System".

Finally, Vassalage is not that much more expensive to Bureaucracy, as you see, and with discounted units costs, as we are to reach 20 or so there next turnchat, 15 free units would have been nice.

The current research orders allow up to two turns to be used by monotheism for it to be researched before Guilds, this was the length of time stated about how long it would take to research monotheism. Thus, if Pro is correct about how long it should take for monotheism to finish, then it will be finished in two to three turns. Otherwise, it will take about 10-12 turns until it is finished.
 
I think some aggression level can be healthy, as long as people going board apologizes when they have gone too far. Without fresh exchanges, this game will die out. But I could like some of the aggression balanced with some thinking and research :)
