In my game as the english last night, I had two occurences of not getting resources when I should.
The first was iron, directly conected by road for about 20 turns before I suddenly got the popup informing me I had my first strategic resource.
Second occurence was even weirder: I had no horses, so I started trading for them with an over seas power (gold + gems for horses). The over seas power had an excess supply of 2 horses, and I had many harbors. They were the largest country in the world and presumably had more than one harbor as well. In my war with the portugese, I take one of their cities, they take it back. As soon as they take it back I get the popup telling me I've lost my supply of horses. I check the trade screen and celts (my overseas trading partner) again has an excess supply of 2 horses and is actually still getting my gems every turn
I'm attaching the autosave on the turn where the 2nd event with horses occurred. As soon as Portugal takes Coimbra, I lose my supply of horses from the Celts across the ocean.
