It says i need a lvl 6 unit, i have moved units with 6xp, 7xp, 4xp, even 11xp into the city that i would like to build West Point, but it still does not let me construct?

What am i doing wrong?

You need to have a lv6 unit somewhere in your army, but you don't need it in the city where you wanna build West Point.

Note that you need to have a lv6 unit (a unit with something like 30xp). A good way to have this unit early in the game is to use a Great General on a unit to boost xp.
 
For a non-charismatic leader the unit will need 26 xp. You dont need the unit in the city; all you need is to have or to have had a level 6 unit at one time. So if your highly experienced unit gets killed you can still build West Point.
 
This reminds me of my first time playing. A level 6 unit is a unit that has been promoted 6 times.

Query: If you have aggressive trait and a unit starts out with Combat I and Drill I, does that you only need to promote it four times to be able to construct West Point, or do those not count?

Do you already have two national wonders in that city?

For some reason I was thinking you had to have the unit go back to the capital, but I guess I was wrong. I'm a builder not a warmonger, so I'll defer to you all.

XP and levels are two different things. It takes a certain amount of XP to increase in each level, which as stated is 26 for a 6th level unit. If you select a unit, there'l be a window in the bottom left of screen that shows you both the level and the XP that unit has.

No, those are only bonuses. It's still only considered a level 1 unit.

No, once you ahve a level 6 unit, it doesn't matter if it's even alive anymore. Just the fact of having had one is enough. I used to use my first Great General for this purpose early in the game. Attach it to a basic level 3 unit and you don't have to worry about West Point later in the game, regardless of whether the unit survives or not. But now with Privateers, it's really not a problem coming up with a level 6 unit so I don't do that anymore. All those Caravels are easy prey for my Buccaneer fleets.

The others are correct, and I will recap here:

You must have had at one point in your history a unit of level 6. It need not still be alive, nor does it need to be in the city. As long as you had a unit of level 6, then the West Point wonder is unlocked.

You can see a unit's level when you select it and look at the info in the lower left corner of your screen, it will list its strength, experience, and Level.

As others said, this means a unit that has had 5 promotions gained through XP (a "free" promotion, such as Combat I from an Agg leader, does not count, as it was not gained through experience). AFAIK, it doesn't even need the promotions to be applied, just the required amount of XP to qualify as "level 6".

Also remember the 2 National Wonder limit per city.

For NON-Charismatic Leaders...

Level 1 - 0 XP
Level 2 - 2 XP
Level 3 - 5 XP (XP cap from fighting Barbarian Animals)
Level 4 - 10 XP (Needed to build Heroic Epic, XP cap from fighting Barbarians)
Level 5 - 17 XP
Level 6 - 26 XP (Needed to build West Point)

For Charismatic Leaders (-25% XP Needed for Levels)...

Level 1 - 0 XP
Level 2 - 2 XP
Level 3 - 4 XP (XP cap from fighting Barbarian Animals at 5 XP)
Level 4 - 8 XP (Needed to build Heroic Epic, XP cap from fighting Barbarians at 10 XP)
Level 5 - 13 XP
Level 6 - 20 XP (Needed to build West Point)

The cap on XP stays the same from fighting Animals and Barbarians regardless of Leadership Traits. The real advantage is that you are half way to a level 6 unit if you cap out from fighting Barbs as a Charismatic Leader.

Edit: There are many more levels past 6, there is just nothing requiring a higher level unit for building purposes.
 
From experience, you DO need to have given a unit the 5 promotions available when it has attained 26 XP, in order for it to show "level 6". If you have a 26XP unit waiting to be promoted, it will still show "level 4" or whatever and does not qualify you to build West Point.
Promotions given free, such as Mobility for Impis, do not count towards a rise in level.

Correction: a level 6 unit is a unit that has been promoted 5 times. A unit starts out as level 1 (regardless of bonus promotions, as previously said).

Hmm, I hadn't noticed they changed that. It was level 4 at one time wasn't it? Seems to me all I had to do was max out one unit from fighting Barbarians and I was good to go...

Back in Vanilla (and even Warlords a bit) I wasn't very advanced to pay attention to these things or even think ahead, so it may have been like that. But I can distinctly remember that I've recently looked at it in BTS and it said level 5.

Perhaps the Official Patch 3.13 has it at a Level 5 Unit and Bhruic's Patch 3.13 changed it. I really can't say because I just bought the game about a month ago and patched it with Bhruic's right away. But I did spend some time on creating that chart, granted not much, but I could have made a mistake, so I double checked it and the above is what I see. What version are you using out of curiosity?
 
I'm using a patched version that isn't patched to the full extent (something like .02 or .03)... Alternatively, I could also have remembered it wrong. I was pretty sure about it though...

After checking the Civilopedia, it does indeed say Level 4. I have no idea why I remembered it wrong, who knows... (sorry about that)
 
Heroic Epic required a level 4 unit in Vanilla Civ 4. This was changed to level 5 in Warlords (with the introduction of Great Generals) and back to level 4 in one of the Warlord patches (2.08, IIRC). It has always been level 4 in BtS.
