i downloaded the patch last night and have been playing since i got up this morning. my game finished and i started three or four games looking for a good starting location. on the fifth or so try, the game started me without a settler. on subsequent restarts the same has happened.

well, after having restarted the comp the second time, it seems to have figured out what was wrong.
