Need optics for whaling. Whales really aren't very good anymore, they were great in Civ3.

Interesting, I have optics already, but I have combustion too. Didn't know it obsolete whale.

In the pictue in the OP there is already a whaling boat on the tile, that's why you can't do anything with your additional work boat.

Two points, both are right:

There's already whaling boats there, likely built by a prior workboat you hit automate with (I do it all the time). So that's the reason you don't actually have a whaling order available.

The tile itself (bonuses it gives, ability to work by a city) and whaling boats will never go obsolete once you can build them. The ability to trade, or gain benefit from the luxury resource does however (with combustion).
