I think this still is winnable but what a mess...

Spoiler :
Well, started what I thought to be a relaxing game on emperor with Pericles of Greece.
Lots of food around but zero commerce. So I rexed to 4-5 cities, built GLH but it was not looking great around me. Gilga was hosed with land and got only 5. Same with Pacal who also got 5 cities. My neighbour Hammy got a sick start with double gems and was doing well and got around 8 cities. Further to the west of Hammy you had Shaka and he expanded like crazy, having another sick start. Got to around 10 cities peacefully. To my east Rome got hosed and got 6 cities while to the southeast you had Toku who got a nice swab of land, around 10 cities. So, Shaka was no 1 in score, while Hammy 2nd and Rome, Pacal and Gilga couldn't do much with 5 cities. And then wham, Shaka builds the mids and shortly thereafter dows Hammy. Can you spell Police state+Shaka=disaster.
As he isn't spamming units enough. And Hammy had no chance. Lost 1 city fast enough. I just knew I had to get in on the action cause if Shaka vassals Hammy I am in deep ****. Not to mention Shaka would have 1/4 of the world in his backpocket. Not to mention Pacal and Gilga would soon follow. I thought of going for Hammy but that wouldn't help me as Hammy would probably cap quicker to Shaka. Then Shaka takes babylon. Mind I only have like 5-6 cities and they aren't that great. Sure, almost all are costal but Production is so so and no commerce outside GLH.
So I take my stack and backstab Shaka who was now a 12 city unit spam monster. Get Babylon by surprise and heal up. Then of course with my luck as I move out of the city I land just beside his monster stack of 20 units. He would crush me so I made peace. This meant Shaka instead continued on killing Hammy. He managed to take 2 more cities from hammy before our traety expired so Hammy capped. I take on his stack as soon as the treaty expires, making him hate me even more(if that was possible). So I whipe out his stack, take Hammy's old city and take another of hammy's old cities. Then Shaka returns with another 25 unit stack...
Gah :(. My economy was hurting and Gilga and pacal was starting to run away techwise. Toku and Rome has been in along war which resulted in Rome losing one city. Then they made peace. Toku was a lone buddist and Rome a lone christian, while the rest of the world was hindu. That made Toku hate me. And Rome liked me so I had no intest in canceling my deals with Rome. I just couldn't get to engineering and wasn't really interest in dealing with Shaka's huge stack so I made peace for some gold. Well, I had to get engineering somehow so I attacked pacal right away with the aim of peacevassaling him. begged for gold from Gilga and attacked. Pacal had 5 cities at the start of the war+1 useless island city. I had 10 turns as he could vassal both to Gilga and Shaka. Well, Lakaham and Mutal fell easily enough, but Pacal got maces and engineering. Which hurt me and I lost some armies taking his cities. After taking his 3 larges city I thought he would cap but he just refused. He had nothing left, just garbage. But he wasn't interested. And of course the 10 turns was soon up. And then the red fist of Shaka shows up... So another epic fail where I just had to turn my army around and sue for peace with pacal getting engineering from him. 2 of the 3 cities I took from Pacal were now useless as the maintinence cost was high and culture was a pain. And sure enough Shaka dowed me. And of course Shaka of all peaople builds Citizen itza... :( Hammy, who had only 2 cities left by now still had like a stack with 6 units and took back one of his old cities and was threatening Babylon. So I had to take back the city and crush Hammy before he got back his capitol. Well, that was easy enough but while I was doing that Shaka, who now had knights, took 1 of pacals old cities from me. Another monster stack of 25 units. Well, I contined with Hammy and took his next to last city. But I was starting to loose money at 0% and Shaka's stack was far away. And when Shaka went for Pacal's old capitol, which was culture crushed, I tried for peace where he demanded that city. Sure, it had the shrine, but I was going to loose the city to culture anyway.
So I made peace giving him the city and some gold. And just before I made peace the red fist by Toku shows up. At his time he was even more backwards than me, but he had 11 cities. Another reason why I made peace with Shaka. So I move over my army towards Toku and sure enough Toku dows me. He had a decent stack of 25 units but only a few Samurai, xbows and cats. I let him take one of my citites and kill him, whiping out his stack. I quickly tunr around and go for one of his cities. And after Toku loses 1 city and his stack he is willing to talk. I am looking to continue on but as I am about to attack Toku a red fist turn up by Shaka.... sigh. This is killing me. I might have 13-14 cites, which is most but my economy is killing me as unhappiness is running riot. So I make peace with Toku and move back my stack to the borders with Shaka. I manage to get guilds from Rome but Shaka already had Gunpowder. My silder is at 0% and Gilga gets lib at 1100 AD. Pacal pvassaled to gilga right after the war and him and Gilga are trading like crazy. Almost had grenadiers by this time. Shaka loses Mutal to Pacal's culture and I decide to give back the last maya city to Pacal. Shaka is just sitting there with his huge 30 unit stack so I dow him instead.
I can't take him head on in the field as I would loose too many trebs. He then walks all around to Hammy's old cities and I follow him. After he took one of Hammy's old cities I slam my stack into his whiping it out. With some losses. I decide to continue on as Shaka now had Chemistry and I couldn't get anything. I couldn't produce armies anymore as I had to build wealth to just break even. After taking 1 of Shaka's cities(now down to 9 cities) he was willing to talk. I wasn't. Ten the Ap vote comes up to end the war. I just couldn't stop the war. Gilga and pacal was closing in on rifling and Shaka could soon get grenadiers while ym tech was 0. So I took another city and my cities started shrinking. Ulundi had the mids and CI but was deep into Zulu territory. But I had to take it. Every damn city took foever to bombard as he had engineering and CI. Then he had something like 15 units every damn city I took.
So I take another one and he is now down to 7 cities. Shaka is not the one to ever cap. Then as I am about to embark towrads Ulundi he gets grenadiers :(
And he just slams into my stack making me loose my medic and some GG's. I continue on and reach Ulundi. Then Shaka sends another 10 unit stack behind me and takes back one of his cities :( I finally take Ulundi but my economy is shot, my happiness is shot and Shaka still has 7 citiies and is going for rifling. I can barely produce units in my cites and and can't reject another vote. I just have no units. At least Toku decided to dow Rome again instead of me.

Update 1630 AD

Spoiler :

Just as I wrote that Rome looses a city and caps to Toku :(
Giving Toku some techs too. Man, he is a monster and he hates me. I somehow manage to hold on to Ulundi and move onto the next city. Meanwhile he is trying to take back more citites behind me. After taking the next city as great cost I can't go on here. Shaka has 6 cities left only but I have lost too many units for him to cap and I will loose more cities behind me vs his grenadiers.
So I take one of his citites for peace as I needed it to ship my armies to the front.

Update 1745 AD

Spoiler :

This is getting ugly. Just to keep my economy afloat I used a GS for a golden age. Then I was building up what army I could to strike Shaka again as I knew he would never give up to attack me.Then the AP vote came up to give back Ulundi.... :(
More unhappiness. Then I dowed him again after 10 turns. Only to see Toku start to plot. This was bad as it could only be me, but I had no chance to defend on the other front.
Anyway I continued on taking 1, then another getting him down to 3 cities. Still no cap... :(
I thought about taking him out but I was desperate for techs. Then Toku dows me with a monster stack. Still no rifles though as he is backwards. I loose the one I took from him. And rome enters my borders. I am just scrambling on that front not to loose cities. I was bleeding money as it was going out of fashion and only a GM saved my from going under.
I trudged on vs Shaka and I absolutely hate his suicide attacks slaming greandiers into my stack :(
Then I take 1 more and loose another to Toku. And finally after taking all but Pacal old city from Shaka he caps!
I get a couple of techs and then I let Hammy cap with 1 city left as I needed the techs.
So that border is safe now with Pacal at pleased sitting there with 5-6 cities. But Toku is getting closer to my main cities now and I will have to scramble back as fast as I can saving as many cities as I can. It's going to be an insanely long war with Toku+Rome at 20 cities...
And more advanced than me... :(

Update 1884 AD!
Spoiler :

Well, said it was going to be a long war. Thankfully Pacal is a cupcake and will not declare at pleased. Gilga went converted to confu but only had 5-6 cities on the mainland and not big enough to dare do anything. Even if he had infantry :)
Well, I made it back to my capitol before Toku's stack was there but I had to leave the city to retake it as he had something like 40-50 units in 2 stacks which merged into 1.
Something like 15 knights, 10 samurai's etc. At least he was backwards but I was even more so :)
Not even close to anything as my slider was dead. I had to take 2 turns to take out his entire stack as there was so many units. Then the slog continued as Toku had more where that came from. Rom had a small stack of 10-15 units but he had grenadiers. I did managed to repel him though.
Took back city after city and went for his core cities in Tokyo and Kyoto. He had lots of units but he didn't have that much more advanced units so I just wandered around with my 30-40 trebs and took city after city. After he had lost the 3 cities I took back plus 4 more including his capitol I thought he might cap. But Shaka and Toku are a pain to cap. So I thought maybe if I inflict some damage on Rome he might break free making it easier for Toku to cap. So I ignored Tokus' last 6 cities and went for Rome. Now I had enough votes in the AP so no more of that annoyance.
After taking all but 1 roman city(needed his tech) Rome finally breaks free and caps right away. I get some techs I can trade which gets me into the trading again. Would Toku cap?
In **** he would. Take one more and he is down to 5 cities while I have 3 vassal and 25 cities. Cap? Nope...
And then he somehow manage to assemble 15 units in the next city and make one final stand. After losing that city he finally caps!
And I get Sci Meth 1884... :)
So now I have to deal with Pacal and gilga with Infantry, tanks and marines..
Funnily enough Pacal is still pleased even after having 4 vassals! so I will beg some gold and go for the bigger threat in gilga.
I have never fought in this kind of war before where I have trebs vs tanks and fighters...
I am close to steel though so I might wait for it. But then he might get mech inf...

LoL
Then I win dom the next turn.... :)
Spoiler :
Puh, didn't have to fight those 2 super advanced AI's

What year was it when you initially attacked Shaka in Babylon and what kind of units did you use? I think your fatal mistake was not crushing his main stack right at the start of the war. It was likely hanging out around the last Babylonian city that he captured and you could have either hit it in the open or in a captured city with no cultural defenses. I'm sure you had open borders with Hammy, so you probably could've just waltzed up to Shaka's stack, declared war, and wiped it out the same turn.

Well, I didn't have phants or anything so cats, swords, spear and phalanx was what I had. Around 5 cats and 10 units. Well, I did think I could take his main stack by Babylon which he had just taken but his army had already left. I didn't know exactly where and the 1st babylonian city he had taken was already in Shaka culture and had gotten a 2nd border pop. Which meant that my 1 movement army couldn't get that city in 1 turn and there were no other cities he had just taken from hammy at the time. Then after a few turns I got anxious and went to take that city only to see that he had just moved his main stack on that exact turn towards babylon.... :(
I had no choice but to make peace or face losing my entire stack.
