What a ridiculuous but lucky incident..!

ICS = Infinite City Sprawl. A strategy where you swarm the world map with masses of tiny cities. It was the best strategy in Civ1/Civ2 (so good that it actually broke those games). Corruption in Civ3 was introduced specifically to limit the usefulness of ICS (which is why the favored strategy for Civ3 is REX, not ICS). Civ4 tries to limit ICS with maintenance costs.
 
In one of my recent games, I had something similar. Charlemagne had the apostolic palace and had about 80% of all votes, so it really only mattered what he chose, or if someone defied the vote.
Then, one day, he declared war on me. And in the same turn, the "stop the war against Charlemagne" proposition appeared. He was the resident, and the only one with enough votes to decide the resolution, so it must have been him who called for it.
And not enough, he even voted yes and therefore prevented himself from utterly crushing my defenses, giving me enough time catch up to his military.

This was in 3.03, so I don't know if it's still there now, but if it is, there's definitely something that has to be fixed with the way the AI uses the AP.
