What actually defines when/if a wonder can be built?

I don't really like playing Civ for the challenge unless it's in multiplayer so I tend to play easy-win games every day or two. The usual like Least Aggressive AI and playing on Chieftain.

I like winning in 1-2 hours without needing to really think about it. I enjoy the process of just expanding, building everything, and watching everything sort itself out until I reach the cultural or space race victory. It's a relaxing time sink.

It's definitely an unconventional playing style and I have tried to accommodate this with a basic mod that further reduces the effort on my end. I've done things like adding a custom government that I start with, a bunch of free techs, maxed out currency, and a special settler and a special worker unit that are far superior over the defaults.

That all works splendidly.

The problem comes in when I try to add wonders. I can add improvements and they work fine. Wonders, however, never seem to be able to be built regardless of what I do. Note that I am not trying to make a dedicated mod with its own civilopedia entries and things like that. My editing begins and ends in the default Conquests editor (and my civilopedia entry fields simply borrow from another item which works fine for units, governments, and improvements).

I have tried having no requirements, a building requirement, a government requirement, or a tech requirement for the added wonders to no avail. They never become available for construction. This leads me to believe that I am either doing something very wrong or there is another flag the game looks for when it comes to determining whether or not something can be built.

I haven't modded Civ3 in about a decade so it may be a simple case of me having no idea what I'm doing, but I figured I'd ask since I've tried several different variations of getting these wonders buildable with no results thus far.
 
Where are you trying to build this wonder? You have Reduced Corruption flag ticked on the wonder flags area. That makes it not possible to be built in the capital and I think it makes the wonder unbuildable until it reaches the limit of optimal cities.

Hmm. That might be it. I've had Reduced Corruption checked on everything since I read that the corruption slider doesn't work. I'll remove that and get back to you...
 
First, your game style is a bit like mine, as I play for relaxation and enjoyment, and not for how hard it is to win.

Second, with respect to your Screen Shots for Wonders. When you click the "Reduces Corruption" box under Wonder abilities, you put the Wonder in the same category as the Forbidden Palace, requiring a minimum number of cities to have been built before that Wonder can be built. If you do not hit that number of cities before the Wonder goes obsolete, the Wonder will never be built. I suspect that is the case with respect to your Pioneer Legislation Wonder. With respect to the other one, do you ever reach a point in the game when you have built the Forbidden Palace, as that Wonder will take priority over your Wonder, with your Wonder not being built until a certain number of additional cities have been built. I tried using existing Wonders to Reduce Corruption like the Forbidden Palace, and that is exactly what happened.

If you want to Reduce Corruption using the Editor, you can do it a couple of ways that I know of. One is change the setting of the Corruption slider in the Difficulty Level menu. That will reduce the corruption for all civilizations in the game. The other is to check the "Reduces Corruption" box under the City Improvements for as many improvements as you want. That is the technique that I use, and it works pretty well, even with the Corruption slider untouched. It also forces the AI to build those improvements if it wants to keep up with me. When the AI is building improvements, it is not building either Settlers to expand or Military Units to attack me with, so it is a benefit in more ways than one.

Yes, I think this is the really decisive point. :yup:

Another methode to quickly dimm down corruption could be a wonder that gives a corruption reducing normal building to every town of a civ.

I am already using that tactic with respect to Libraries, Temples, Cathedrals, and Universities. Interestingly enough, because of that, the AI is also building the same buildings.

The thread looks dead so I’m going off topic.
I can’t play a level of an RTS game in less than 2 hours and be satisfied despite clearly being dominant. On a standard conquest game few years ago I spent 2 ½ months in just planning for a turn that took just 2 days. A military defeat or betrayal becomes very personal after you nurture something for so long.
