What app do you use for art

I have been trying to make a mod and it is about monsters
But I don't know what to use for the 3d unit art please help me

3D unit art does not sound like Civ 1 to me...
I use MS Paint and find the resolution to be too high

Check out the JCivED program, you can edit the pic files with that. Good luck.
