What are flavors?

I noticed them in the scenario, what do they do.

Also, how can I make it so the map is random yet the rules are modified?
 
Flavors are used to steer the order in which the AI will choose which tech to research.

Uncheck the Custom Map on the scenario.
 
Thanks, another thing though, how do I create units, civilizations etc *With new pics and civ entries, or is that impossible?*
 
Flavors are best exemplified in the Middle Ages conquest. You have the Christian civilizations, the Arab civilizations, and the Viking civilizations. This allows for members of their respective "flavor" to have separate tech trees.
 
Strawberry, mango, peach, cat hairball...

Simply put, if you flag a culture group or gov type in the science editor page, then the civs who are members of that culture group or government will go for that tech with a passion while the others will kinduv ignore it or trade for it. It's not that great of a feature.
 
If you put some 'blocker' techs (like in the Middle Ages Conquest) you can effectively implement separate research paths for various factions.
