I got Civ V last year, played it for a while but went back into Civ IV again. (I only got Civ IV 6 months previous.)

I don't know what the best mods are though, can someone tell me? Also where can I download them?

BTW my computer is Windows 7 64 BIT, so thankfully the mods should be compatiable. I have the Steam version of Civ V.

Kind of depends on what you are looking for, but you can't go wrong with Thal's Unofficial Patch and Vanilla Enhanced Mod, you can get both from the mod browser

Here are some mods that doesn't change the gameplay but improve civ 5 interface and bugs :

civ 5 unoffical patch and vanilla mod
once you have installed the mod you can disable the vanilla enchanched mod
civ 5 unoffical patch fixes major bugs and make the interface better withouth changing the core game

infoaddict
It makes the hole diplomacy screen easier again doesn't change core game but gives more info about interface

Promotions - No InstaHeal
Because the instant heal promotion is just broken

HOw is it broken? from what I've seen it does what it's suppose to be doing.

Broken in terms of gameplay balance

a lot of people say yes the AI is good at it so it must stay.

But not to mention that a lot of deity and immortal players win wars just by using the instant heal

I can tell you how many times I actually should have lost a war on emperor but the lucky instant heal saved my live It is more a benefit for the human then for the AI.

I went into the mod browser and went into "civ 5 unoffical patch and vanilla mod" and then "infoaddict". I pressed the download button each time, then connecting came and and eventually transferred.

But I don't think they are install yet, they didn't show in the "Install" tab in the mod browser. I then restarted Civ V and went into the mod browser. They weren't in the Install tab and I the download button was still clickable for both of them. What is happening?

Someone reported a problem with the mod browser a while back, saying that everything since some special date didn't get any downloads -> there might be a technical problem.
It's probably the best you take a look at the respective threads/subforums in the Creation & Customization forum, there should be separate downloads with installation instructions.
