What are the requirements for a mod to get out of the moderation queue?

Or better yet, to be able to post a file and not have it go to the moderation queue (post count? member for x number of days?). I have three files currently in the queue and plan to post more new civs as I make them.

You need to have 30 posts and need to be a member for 30 days, then the moderation queue will not be applied anymore to your files.
Until you're over that mark, an admininistrator (yes, the title "moderation queue" is misleading) will have to approve your files.
And sadly we're at the moment short of admins, so that might take some time .
