What are the symbols around the borders of the cities (Circles, Dashes, Triangles, and Pluses)?

These symbols are what I'm talking about:

The color aligns with the family running the city, but I cannot find a pattern in the symbols. They seem to change from turn to turn but they don't seem to represent discontent levels, culture levels, or anything else that I can think of.

They just represent the different cities borders.

I have 3 cities next to each other that all have the same symbol (dashes). Is there really no rhyme or reason to their shape? And why are they changing seemingly randomly?

The symbols and their colors denote the family to which the city belongs

Then there must be a bug, because while the colors always align with the family that runs the city, the shapes do not and are constantly shifting from turn to turn.
