What determines when an oppenent will surrender in a war?

On Prince, I have Elizabeth's capitol (also her last city) completely surrounded and will conquer it the next turn. She has like two military units left, but she still won't surrender. Am I missing something (this is my first game in the mod)? Will I receive a huge warmongering penalty for eliminating her (despite her declaring war on me)? She does seem to have several allies also warring me, but they haven't done much to help her.

EDIT: Also, my war score is 82.

Sometimes the AI simply holds out til the bitter end. There's no additional bonus for killing a civ.

I guess by bonus I mean 'opinion penalty.' :)

Actually, the less cities the guy have when you take a city the higher warmongering penalty you get, so technically taking the last city has additional opinion penalty :D
 
Barely - has more to do with era and opinion, honestly.

Really? I've been completely scared of that word "Massive" that they use for conquering final cities and city-states (I think the word is 'massive' anyways).

I think the highest possible is "EXTREME", although unless you're taking a civ's final city with Global Peace accords active you'll never see it in CBP. It shows up all the time in vanilla though.
