I was thinking since its one of the few major events that transcend most civilizations and should be at first a event then a national wonder. Like this.
After meeting a certain # of AI (lets say 5) you are greeted by your cultural advisor. "There is talk of a international challenge among the civilizations you know, however currently there is no where to host the event. I believe __your title___ that we should build a Colosseum as soon as possible in order to possible host and put us on the grand stage."
From there you get an alert from your foreign advisor "Sir a group of leaders has requested you presence in an international meeting! Do you wish to accept their invitation?"
From there you go to the meeting and for the first Olympic games its based off who built a Colosseum first. The person or AI who did then choose one of their cities to host it in. And the World wonder is built in that city.
Original Olympic Stadium: For that year it should be a major boost in culture & when you reach the modern era your domestic advisor should call saying it has become a landmark and its now a tourist attraction. This leads to additional money.
From then on every --- amount of turns it should be announced by your foreign advisor: "There is an olympic games coming soon! Would you like to put in a bid sir?" And from there you bid (like we do now) among other nations for the olympic games to be hosted in one of your cities. This time however it becomes a national wonder and though it gives you a boost in culture and commerce its for a limited time.
Also, I was thinking that how many medals you win during the games should be determined by how healthy your civ is, your population count, your built recreational facilities (like barracks and military camps maybe) and perhaps geographic area. I say geographic area since until the modern age I doubt if your civ is near desert lands you'll be able to make ice rinks and such since you lack technology.
There is also the question though of having a summer & winter or just one major event. What you guys think?
