What do you need for Gravitic Grid?

I'm playing a Civ II TOT SciFi game as the Seekers. I've explored and built at least one city on each level (Orbit, Naumachia, and Nona), have Quantum Gravitics (and many advances past it), but the game won't give me the option to have my Environeers build a Gravitic Grid. Is this a bug? If so, does the 1.1 patch fix it? If not, what do I need to have to build one?
 
I don't really know anything about ToT, but in classic and MGE, the reason to why a tech doesn't show up as an option is that on levels higher than Chieftain, a tech doesn't show up in the list every time the list comes up, even if you have the prerequisites. What you have to do is to research something else first, and then chose it next time. Still, this is for MGE and Classic and this might not be correct for ToT.
 
Sorry, I wasn't clear. ToT does work that way for techs, but Gravitic Grid isn't a tech, it's a tile improvement that colonists/environeers can build (like irrigation or airbases). As far as I can figure from the Civilopedia, it *should* have become available when I got the tech Quantum Gravitics, but it wasn't.

I've tried using the "Build Teleporter" order (which is used for all three teleporters -- SSTO Pad, Planetary Base, and Gravitic Grid), but it still only gives me an SSTO pad, and the order isn't even available in places where an SSTO Pad can't be built (but a Gravitic Grid or Planetary Base can).
 
Did you alter the cities.bmp files?
 
Nope. Haven't altered anything.

Guess I'll have to try a new game soon and see if it happens again, or if it was just a one-time inexplicable digital burp in the system.
