What does "Colonize Siberia" mean?

Russia's misson is to colonize Siberia.
What does Siberia mean, entail to what area?? And how would I go about colonizing it?

That UHV requirement is nowhere as challenging as it sounds. However, Siberia is so useless that founding even three cities there is pushing it.

I have to disagree with the view that Siberia is useless. I think that the best bits are usually settled by the Mongols, but your Cossacks should be able to clear them out of the way without much trouble.

Yeah I like to expand very far east with Russia, but you do need to destroy the mongols to get the best bits. I also end up at war with japan to secure an eastern coastal city...

Haha nooo, there is room in Siberia for 3 SUPER cities!
I found them and yes it is not hard at all, Mongols hold the last 2 Great Cities of Siberia
I only found great citites, I don't found cities if they are not Super.

Look them at a globe Chelabinsk is a small mining city nothing world class, in Civ 4 though that area is super production Do not mind the marshes

Cheliabinsk is a major center in its area and counts over 1 million inhabitants...

damn it! wikipedia is more accurate then me! >< ok. All I've been told was what a dump that city was so I assumed it was just a small ugly city :/
