What does this mean? (from patch note)

Update to tactical AI pillaging code. Additionally, always check to make sure it’s not trying to pillage in an enemy dominance zone.

- AI won't try to pillage if the emeny has advantage in the zone. (so AI could fortify or retreat its units.)
or
- AI will pillage if its units are in enemy's land (The code will check to make sure AI to pillage, since AI doesn't pillaging now.)

Which one is right? or both of them are wrong?
 
I would imagine the first... since pillaging in an enemy ZoC will kill all your moves... no good for a rampaging horseman
 
I think it means that AI units won't walk up next to your units just to pillage. They will pillage tiles in undefended areas or on the outskirts.
 
Or, hopefully, both of the last two posts.
 
The AI used to just pillage a tile when you had a superior (or inferior) unit standing right there ready to attack (or defend)- which from a military standpoint (and common sense for that matter) is completely a ridiculous action to take when you are about to be killed. Instead, the AI will now act smarter and will either attack, or retreat if there are units in adjacent tiles.

However, if you are a unit that is about to be utterly destroyed next turn, why not take a break and rape and pillage a little before your impending death?
