No, it means that they are ALL successes (with the exception of Multiplayer).

Because, Mathematically, that means that over 50% of players (as in voters in the poll) do not consider those things successes. For instance, 99% of players do not consider the multiplayer system improved as things stand right now; look at another category and, say, 60% do not approve of the new Social Policies system.
 
Hexes definitely.

Combat system is better in theory, and will be in practice if the AI is fixed, and they add some 1UPT exceptions.

The user interface is improved in some ways, but annoying in others. Apparently there's a mod fixing this already, which I'm looking forward to trying. :)
