What is 9999 growth?

Sometimes, when I'm looking at food production and growth, I see 9999 instead of, say, 3 turns. Does anyone know what that means?

It means that your city has reached the max growth (if 9999 at size 6, means you have enough food to go to size 7 but need an aqueduct). Same applies with size 12 and hospital.
 
You also see production 9999 on City's during Anarchy.

Tip: when changing governments and you go into Anarchy the City Advisor will tell you how many more turns till you can pick the a new government.

No, cities still grow in Anarchy, just don't produce shields or tax/luxury/science.
 
9999 is when they are growing soo slow that its not 0, but just really slow

You don't have to pay any maintenance either.

But wait! That's not all! You CAN make money during anarchy, and I presume you can also get a couple light bulbs (but why bother?) and it's easy! Just set people as taxmen (or scientists). If you have a city that is in disorder, and you click on the auto-arrange, you may occasionally see the computer turn some people into taxmen for you. By carefully culling through your empire, you can have just enough food being produced and use the rest of the populace of each city earning you money as taxmen.

Now this isn't going to make you rich, and it's not like you can use the money during anarchy anyway (well, maybe in negotiations), but once the anarchy is over (and you've adjusted all your cities again) you will have made maybe 100 bux! Depending on a lot of things, of course... 100 is optimistic, but acheivable.
