What is giving me the extra production on coast titles?

I have spent entirely too long trying to figure it out on my own. I noticed it after I built Huey Teocalli, but it could have been there before that.

The tooltip on the Huey Teocalli specifies lake titles, but only 1 production. Even if it does apply to coast titles (which is weird by itself) it doesn't explain why I am getting more 1-3 prod across my whole empire.

I can provide more details if needed....kinda driving me nuts and making me feel dumb

What a rockstar you are. A barb city turned into them in the DEEP south tundra titles. I was 100% suz and I thank you! That was driving me nuts...GG!
