[GS] What is the bare minimum needed in a custom civ mod to know that it will actually work

I am working on a custom civ mod and I was wondering what is the bare minimum needed in it before it runs so I know it will work. Currently I have pretty much everything "done" in terms of defining the leader and civilization, as well as having the config "player" and "playeritems" filled out. I still don't have the majority of the stuff finished, but I was curios at what point will my leader appear in the civ list, be selectable, and theoretically playable.
