What is wrong with the claim wonder tile AI?

So, I'm playing Venice and trolling England (took her lone Settler, got peace. Then took her worker, some units and she gave me a city conveniently placed between my capital and one city state), and it's not long til I see two very hot city states - one has Sri Pada nearing its borders (+2 food +4 faith +2 happiness), the other has that +6 faith +2 happy mountain.

I quickly tech and send the Great Merchants, knowing getting 10 faith so fast pretty much equals getting the first religion.

After getting MoV'd, I watch what they are doing. I see they both decided to take a hill near their respective wonders. Okay, I think, they'll get the wonders after that!

But no. The former city states, now puppets, decide to troll me. They apparently decided hills are cool and awesome, and now desire to take ALL the hills and plains they can't even work, completely ignoring the very important wonders which were the main reason why I took those states.

After many turns of hoping my puppets start doing things right, first religion is gone. And enhanced. Okay, maybe the cities will- oh. They still want hills? Okay. Second one gone. Enhanced. The governors still think 6th hill is more important than Sri Pada. The faith, food and happiness giving wonder is obviously worthless.

I noticed the same happens with regular city states and all puppeted cities. They ignore taking the wonders since BNW for some weird reason. They can have one near their borders for hundreds of years, but they'll never claim it.
 
The Tile selection AI doesn't really go for mountains, even fancy Holy mountains.
 
Eh, good to know I'm not the only one experiencing it.

I still don't get why Venice can't buy tiles. It would make perfect sense, and I'd pay for those awesome mountains instantly.
 
Well, if you really must have it, there are ways of getting Great Generals. Plant a citadel.

I'd have to get 2 Great Generals to get both, and by the time I get them, everyone and their mother will have planted religion, enhanced it, and will be in the process of convertong the remainder of their neighbours to X-ism.
