What kind of game is Civ IV?

Here pretty soon that new Stardock game is coming out. I forget the name but they say it plays similar to Heroes of Might and Magic and Civilization and something else. Makes me think of Age of Wonders when I look at it but I haven't played the HoMM series yet.
