Well, the idea is that supposedly these leaders should speak the way the would have spoken. In which case Montezuma would certainly not be using words borrowed from other languages, nor would he call himself by a European-ized version of his name.
Overall though, I also have to say the leader greetings are well done. For languages that exist today, they've found people who actually speak the language so there's no inappropriate American accents. For leaders who speak languages that no longer exist or are poorly known, they still did a decent job, at least going by the languages where I understand at least something
