In my current game I reached a point in which I needed more land... DoWd Bismarck and took half of his empire. While I was busy upgrading my army, Morocco took over my allied City states and is pretty much allied to everyone right now. He needed that to keep his world congress hosting position and to gain some more culture to defend himself against my influence (I have freedom, he has order).

The problem is, he proposed order as world ideology and I got pissed and proposed an embargo to Morocco. This way he will have to distribute his delegates in the next voting and may not make his ideology dominant. If the embargo passes, he won't have enough cash to keep all of his alliances. But what can I do to get back a few more delegates before this happens? TIA!
 
Buy delegates from other Civs instead, or try coups with the CS's you have the most influence with.

How can I buy delegates? is it that WC option in the trading screen? Haven't tried that so far. Thanks for your suggestion! I have 3 spies, one working as a diplomat in his capital to try to neutralize a little the ideology penalties, the other 2 are rigging elections in 2 of my main allies. I don't know if moving them to other CS would make it easier to Morocco to take them too, but I will give it a try.
 
Yep, it's the WC option. You need a diplomat schmoozing to be able to do that, though.
 
You would need to relocate your diplomat from Morocco's capital (it's probably doing nothing for you there) to another civ as a diplomat, and move your two spies who are rigging elections in CSs (if the timing works, you should move them the turn after you finish rigging the next elections) into the capitals of 2 other civs as diplomats. Once they are "schmoozing" you can trade WC votes. After you are done trading votes, you should be able to move them back to CSs to resume rigging elections.
 
Thank you, Browd, my spy in Morocco is actually doing something, my influence was falling 34% there before, now it's around -9%, but I will relocate the others. My other 2 can be moved soon because my influence is already pretty big in those 2 CS :)
 
Update, I started moving spies and staging coups, he DOWd me :) Anyway, managed to go to 15 delegates (against his 23) and made a peace agreement for each one keeping the current allies, without stealing from each other (yeah, Morocco is being played by my husband, so there were some domestic threats involved). I had to give him some gold too, but my happiness problem is solved and I can still lead by far in culture (even though he is far ahead in tourism, it will be hard for him to get more influential on me than I am on him). Now it's time to get a 40 turns carnival to reach him in influence! He proposed an embargo against me, but with my votes and the ones from the civs that are trading with me, I guess it won't pass... plus, I am trying to repeal order as world ideology, so if he wants to go further with the embargo, he may lose his ideology.

Anyways, that's usually the answer to someone making cultural victory hard. Capitals tend to have a significant portion of the civilizations culture output, so taking that will likely put you way ahead, and since he's a trading civ, his capital is more than likely on coast.
 
The last few turns were funny, I started staging 3 coups simultaneously and a few turns later 3 more.... On the 5th time I did that he said "it's war", so I found it better to grant my position with 15 allies than to get into a tough war in another continent and risk losing the alliances. Also managed to get into comfortably happy now, which is getting hard since the entire world is adopting order. He still needs to be influential on me and on Indonesia, I am 2 civs behind, but making like 20% less tourism and 100% more culture. War will come, for sure. I just need to build some battleships. My fleet is almost unexistant ATM.
