What were these units for?

Were they removed as a last minute decision? Or were they just an extra resource for would be modders to create a scenario?

I believe they are for modders. Not that I am one. I think you see references to them in rules.txt.

The slots are primarily for scenario developers. But the units do exist and can be activated "as is" via the Rules.txt.
