What's going on! I can't start a new game.

I'm having some wierd problems. Using FF 0.50 Patch D

I decided it would be fun to try playing scions as pure builder/pacifist, so I'm trying to start a trade focused game.

The map options I'm using, (in custom game, of course)

Hallowed Ground

Broader Alignments

And Victory Conditions

Conquest
Cultural
Tower of Mastery
Altar of the Luonnotar


Finally, I select my leader as Risen Emperor (I checked, double checked, and triple checked. I definitely did)

And select 16 civs. Just 15 random AI leaders

Now, my problem.
Whenever I try to launch this game, everything loads up as normal. And after the intro movie..... I'm controlling a seemingly random civ. The first time, it was Charadon. Second time, Varn Gosam. Third time, Einion Logos Fourth time, Falamar. I'm definitely NOT the scions and/or Risen Emperor.

At first I thought I had accidentally selected random leader. But I've done it several times now, and I'm very certain, it's not giving me who I selected.

What's going on? Can anyone test with these settings and see if this issue is reproducible?
 
before patch F we ran into issues with some options being apparently hardcoded in the exe, causing our re-organizing of things to result in the wrong options being set. So most likely it is the same issue hitting you.
 
I managed to start after disabling Last Days, Compact Enforced, and Hallowed Ground.

I'm thinking, maybe Compact Enforced not allowing the infernals to enter, also affected scions since they share the fallow trait. Is this possible?
