What's the point of Chase Sequence? How about a mod?

I'm really enjoying espionage in Civ 6, but what's the point of chase sequence? Almost always there is only the foot option, and, even when you have another option, you will choose foot because the difference in turns is too small for the risk of losing the spy.
I would use a mod that:
1) Unlock all options always.
2) Change the risk-reward aspect.
I imagine this would be nice:
- Airplane: 1-3 turns to return / 30% to suceed
- Boat: 4-6 turns to return / 50% to suceed
- Vehicle: 7-9 turns to return / 70% to suceed
- Foot: 10-12 turns to return / 90% to suceed
So, if you really want this spy quickly available and could produce another in a few turns, you could push your luck with airplane, or boat. If it is hard to produce another, go safe with vehicle or foot. Also, the more ranked the spy (no matter the promotions), more likely to have it sooner (in 7 days using the vehicle, for example).
 
I think it's fair that airplane would only be an option if the city has an aerodrome. Boat could be an available option from the beginning if the city is placed on the shore but otherwise it wouldn't make sense to have that as an option if the city doesn't have a harbour. It could use a bit of tweaking in the succeed rate and amount of turns to return.
 
Totally agree - at present the tiny difference in turns for the spy to return is just not worth the higher risk of losing them. They should make it more spread out.
 
I usually pick vehicle if it's available. My spies need to travel in style, not trudging through the countryside on foot. The only rationale for getting a spy back quick after an escape might be situations where every turn counts, like disabling a spaceport.
