When do civs get to use allied CS as delegates?

I think it's in the industrial era, but here's my real question. Are the delegates "set" at the initial congress when resolutions are made? Or, let's say between the time the proposals are set and the vote, more than half the civs are in the industrial era, or one civ is in the next era (this is the rule on it progressing, I believe), so it graduates to the next era, do the civs with allied city states just show up at the vote with more delegates? or, are the delegates applied at the start of the next congress?
 
Whenever it switches over, there is a special election to elect a new host. This is when it would switch over to counting allied CS. To answer your question, delegates should be counted at the actual vote, not at the proposal stage.
