When u get a leader is it a know person or a generic leader?

I was wondering if its a generic leader or a known one.

When do you get a generic leader?
when you have used up all other leaders of your own?

OR

perhaps the generic leader file is part of a secret civ that firaxis will release in PTW - the FIRAXIAN civ

Oh..I see it now - AI elite horseman wins a battle and generates Sid Meier...

You never get a generic one. If you get enough leaders they will be the same set again and again ie a lot of Napoleons for France
