The short answer is that we don't have an exact date and the best we can do is guesswork.
On the subject of guesswork, though, the longer answer is "hopefully very soon," assuming Firaxis is as committed to throwing the mod community a bone as their rhetoric seems to imply. The Civ5 mod tools were made available a week after the game's release, I believe, so let's hope that's a trend we can rely on.
