Civ V will probably happen at some point, perhaps in a couple years.
SMAC is in trapped in some kind of IP limbo and probably requires divine intervention to happen (at least under the SMAC name).

Currently, Firaxis is not legally allowed to make SMAC. EA owns the rights. Unless EA allows Take2 to make the game it is unlikely.

Why hate EA becuase they happen to own half the rights to a game that no-one has expressed much interest in making? IP entanglements aren't exactly rare in the games industry: just look at Total Annihilation and Supreme Commander, neither of which EA had anything to do with.
Hate them for the endless sports titles they release every year, sure, for this, no.
