Where are my :whipped: and draft civics?

Commie civs allow factory districts to bombard attackers like the city centre, as I recall. We lost the draft ability when ungarrisoned cities got the ability to defend themselves.

That is a pretty funny ability but I don't think it really represents drafting
I don't see why those things have to be exclusive, however I would happily trade city bombard for the draft!

Do you know anything about the actual history of slavery??

yes i know you even had slavery in industrial and renaissance but i am talking about game concept more a balanced option.
