Where are the files?

Where are the game files for modding located on my HDD?

It appears the mods area is in:

C:\Users\Wotan321\Documents\My Games\Sid Meier's Civilization VI

But where are the default files I would mod to make a mod?

Any help is appreciated.

For a start, try Steam\Steamapps\common\Sid Meier's Civilization VI\Base\Assets
