Where can I find the World Builder?

I've looked in all the menus and even through my Civ4 folders but I have been unable to find the World Builder. I'm sorry if this is a really dumb question, but if someone could help, I would really appreciate it.

It's rather obnoxious, but you have to start a game and then look in the game menu. There should be an Enter WorldBuilder option.
