Where do I find Modbuddy?

I can't find Modbuddy in the Steam library. Is it available anywhere on the web?

Thanks, but still no. The list contains 26 items, from "Age of Chivalry" to "Zombie Panic Source Dedicated Server", but no Civ-related tools. How do I find it?

There is a non-Steam download floating around there on the Internet (as of a few days ago anyway).
I'm not going to find it for you (as you're not supposed to use the SDK without Steam), but if you're a skilled Googler you can find it there. The search terms should be self-explanatory...
