Where do I find Papal Primacy?

I'm looking to knock off the achievement:

Holy Father Select the Papal Primacy Belief and Ally with 12 City-States

Is this a scenario achievement? I'm playing a regular game, and I figured it was one of the religion selections, but I just enhanced my religion and I don't see the choice anywhere.

It might have been taken by another civ already. Once someone picks a religious enhancement, it's theres and no one else can have it.

It's a Founder Belief, so you pick it when you found the religion, unless someone else has taken it.
