Where is World Builder?

I bought Civ 5 from steam and i assume World Builder either doesnt ship with steam or it hasnt been released yet. Anyone know whats up with World Builder?

Can we get a confirmed release on the world builder? I bought this game expecting there to be a world builder as it is something I enjoy just as much as playing the game.

Civ 5 doesn't feel complete without it.

Yeah, how are there maps already made without a world builder?

There are people who were beta testers for the worldbuilder (e.g., Dale in the Customization forum).

All i know is i have a europe map that doesnt have start locations set which is driving me nuts

There's a "True Starting Location" map pack available among the mods...?

the only true start one i seen was the earth one. Problem is America wont build because Indians are to close so they just stand there as a settler until indians kill them off. I want to play a europe only map with start locs in place.
