Where to download

Hi, i am coming back to this mod and surprisingly found it still being updated. Its one of my favorite civ4 mods! Now i did download it from Moddb, but was wondering if there is a thread in this forum or another pcaes where releases are posted and some details given about the changes/improvements.

The RI Thead in the Modpacks Forum has most of what you're looking for. The opening post has download links and the manual, which will typically tell you what changed from the previous version. If you want more detailed specifics about changes, you can look at the source forge repository history, but that will include the SVN changes, so more than what you'll see in the last official release.
