Greatest like best or greatest like most?

I'd say Jefferson for best, and Truman for most.

Washington of course. He was responsible for the founding of the US in the first place.

Second place would be Harry Truman who initiated the nuclear age and the cold war.

You're giving Washington way too much credit. He's mostly just a nice symbol.
