I just learned how to MOD civ 3 and just got civ 4 and I was wandering (From the people that have modded both) which one is better. By that I mean fun and easiest. But also other things like modding capabilities. Please say why you think one is better.
 
Civ4 is alot easier. It may not seem like it off the bat as their is no in-game editor, but it is relativly easier. Also, with Python and the SDK, you can do alot more stuff without being dictated by what the game was designed for.
 
Civ3 is a lot easier, but much more limiting in what you can change. You can toggle any of the functions Firaxis setup for you to toggle, but thats it. With Civ4 you can change just about everything. You could make it into a game of Pac-Man if you wanted to.

Another major concern (if you think like me) is that a Civ4 mod will draw more players than a Civ3 mod. And will continue to do better over the next few years. Wrong or right, that can be a pretty significant difference.
 
I'd have to agree with Kael above, infact i dont even look at anything from Civ3 anymore, actually not even for the past two years, i think Civ4 is alot more accessible, and will better suit the Civ Community.
 
Civ4 is harder to learn, but once you know how it is far more flexible.
 
Dunno, I've never modded Civ3. But I jumped right in with CIV, it is in fact not that hard (even for a non-programmer like me!). :D
 
You are able to modify much more of Civ4, so that earns it my vote.
