WHICH SAVE GAME UTILITY CAN...<important>

IS there or can someone "make" a save game editor that can allow you to CHANGE the rules of the game being played.

E.G if savegame has rules defining "University" as a small wonder is there available or could someone make a utility allowing me to change the rules to make "University" a improvement.

I certainly know of a few instances concerning one or two defective mods where this could be of use!!!
