I disagree. The most fan made scenario's are modifications of conquests. Fans tend to go overboard and add dumb crap and the games are less playable. These conquests are simply amazing when the right tweaks are made. Mainly just more flavor units.
Sengoku(sp?) is pretty complete. Only thing I did was swith the graphics for the first fighting unit, the footman, with a Yashiguri(i think thats whats its called, a common less trained foot soldier with a long spear type weapon). The viking helmet ruined things a bit for me.
World war in the pacific is perfect.
Age of dicovery is my favorite but it has potential to be amazing. Its too short and the victory conditions make it less about war. Also it should be on a world map with a much grander scheme. I'm still working on my tweaks with this one. It will carry over into the industrial age.
Rise of Rome looks half assed. Havn't played a whole game yet though but it seems to me it needs better and more unit graphics. There are some really good legions and such on this site. Also the tech tree is pretty small.
Middle Ages is cool, but it was awesome once I added Bebros flavor knights and that cataphract, i think by nameless
