White Moving Arrows & Exclamation Marks Instead of Events

Restarted today after a month, began playing Nile Scenario, could not change production in cities. disabled all mods, tried again, same, uninstalled, no mods, started new game, white arrows shooting across the map (telling me to go that direction?) all event notifications are simply "!" and unclickible.

Any advice?

Do you use CQUI? The recent patch completely broke it, resulting in (among other things) the weird white arrows shooting across the map. Disabling CQUI fixed this problem, but others remained.

I'm not sure if the patch is straight up broken (the CQUI developers claim it is full of obvious bugs), or if previously installed mods are causing the problems, but there are definitely problems. When I get home, I'll try what another page on CivFanatics suggested:

1) Uninstall all mods
2) Verify file integrity through Steam
3) Try again.

Here's hoping that fixes it...
