Who controls responses to AI demands?

Ravensfire posted a question in the Internal Affairs ministry about a strategy for responding to demands from other civilizations we may encounter. After a review of the law, it does not appear that this topic is assigned to any department.

Before we get to the point where this matters, we should discuss how best to deal with these problems. Two departments would seem to be best equipped to handle it, either Foreign Affairs because the responses we give affect our standing with other nations, or Military because we don't want someone to declare war with us when we're not ready. A third option, likely to be popular with some people, is to let the DP decide.
 
I'd say that the FA ministry should be the primary agency in charge of AI demands, and if they post no instructions on how to deal with certain demands, then the DP should decide. The tribute demands deal primarily with foreign relations, and even things such as the declaration of war are under the jurisdiction of the FA ministry (of course, anything done in the war [apart from signing of treaties] is under the Defense ministry's jurisdiction).
 
In the absense of legally posted instructions, I guess that would be the DP. Oh, I see, you're asking who is entitled to post said legal instructions? [dragging out the Three Books] Let's see... Nothing here. [flips through more pages] Nothing here, either. You mean to tell me that after all the ruckus in term three of DG3 no one wrote a rule about THIS! :lol:

I know, it's dripping with irony. Was it ever in the original 3 books, or was it just a custom? We used to have that escape clause about leaders being generally responsible for the areas under the advisors, which left it under Foreign Affairs.

We had lots of discussion on the popups, maybe there was never agreement so it got left out when the proposal was written.
 
Realistically, the DP has to deal with it. When a demand pops up, you can't really save the game and comeback to it. Let's let our President at least have some power in this game.
 
I say go with the President, we can not stop the game for any minister to decide what to do.

Only thing about that, the AI hardly ever makes demands, and it is an ever-changing situation. A war, even when you are the powerhouse country will harm you in some way or another, wether it be loss's or the unhappiness. There is NO way to predict when the AI is going to make a demand, and what it is going to be over, and not only that, wether you refuse or give-in also depends on which AI it is.
 
The demands were well handled in DG3. I remember the FA posting:
Deny all demands of techs. Deny all demands from civ XXX, Cave in to demands for gold less then YYY gold. etc. I know this is hard since we haven't met anyone, but that setup is workable.

But for now, I don't expect demands, but if we do get them It's the DP who decides. Of course I'll ask advice from the chatroom attendees.

There is 1 last possibility. I can just stop playing, leave my PC powered-up and discuss it on the forums. That means no saved game really (except autosave) and no possibility to test anything ( and no civ playing for me :( ), but I can do it. I don't want to, but I can...

you can always minimize it, i don't know the button, but i'm sur someone does, and post a screenshot, maybe you only need a poll for 1-2 hour(s)
 
It's Alt+Tab to minimize it.
 
Minimizing the game to post a thread about what to do about an AI demand? Psh... Maybe we should write a set of rules as to follow what to do with certain civs, like, should we keep them happy, or should we let them get pissed at us... A set of guides on what to face for certain demands, such as if its something like world map, i say we just give it to them, if its techs, then go hell no... Or something like that...
