This is a bit of a sausage fest so far. What about Cate Blanchett or Emma Thompson? Or, to continue the Star Trek tradition, Kate Mulgrew?

For a woman, may I suggest the soft west country lilt of (TV presenter and paleontologist) Dr Alice Roberts? Not an A-lister so should be cheaper too

This has to be someone who can sound as grave and iconic when quoting the Bible in the Ancient as he sounds prophetic and cynical in the Atomic.

"I just wanna say one word to you - plastics."
"Hath not the potter power over the clay, to make one vessel unto honor, and another, unto dishonor?"
"We will make electricity so cheap, that only the rich will burn candles."

Who could deliver all three of these lines? I don't think the full range here is what even Mr. Freeman can do. He's all over Industrial era stuff and later. And back to Medieval stuff , but it wouldn't sound legit if he quoted anything earlier. He'd have to work against his image.

Skyrim has really good voice actors and I think Michael Hogan also would fit as narrator in Civ 6.

Btw, he voices General Tullius in Skyrim.

Edit: Actually most of voice actors in Skyrim who voice Dragons would be good.
