Air power advocates have been promising huge results since at least WWI... the difference is, in Afghanistan and Iraq air power achieved almost what had been promised. (Reconstruction is a different issue, but in Civ III the usual strategy is to bombard or starve the enemy population to death, so I don't think it bears on Civ. Of course, the British Air Force thought it could police Iraq without the help of the British Army after WW I, using just air power and a few armored cars.) I would like to see more progression in air units; WW II type bombers and even jet fighters are accurately modelled in Civ III, but contemporary state of the art aircraft are not, certainly not pre-Conquests.
