Why am I not a party to this emergency?

What am I doing right exactly? .
Of course you are. Favourable trade deals to them is not something you get normally and I see you are intentionally doing this with them all. You are playing the system well.

+20 for same government? Great Googly Moogly. That's a lot of good will for not much qualification. Pretty handily negates most of my warmongering malus in and of itself. Where is the -20 different government penalty some of these other guys should have?

I think that's a specific secondary agenda, at least at +20

Well, I have about 30 cities now, so I'm stretched for amenities. Other than that, trading a painting with Teddy is the only deal in recent memory. But is a 1-for-1 amenity or work of art deal a "favorable" trade? Seems like an even-steven deal.

In physical terms, yeah one for one amenities is pretty even (cant com,ent on the painting, I don't know what ot was traded for) but simply trading is obviously helping them out (I'm guessing they needed your amenity, and they had multiple copies of their own?) and this will improve their relationship with you. It's also a reason why major powers rarely go to war with each other in real life anymore; we're all trading with each other and it costs a lot more in lost trade to go to war than we could gain by taking each other's territory.

A trade deal is better for your relationship than no trade deal, so it's pretty realistic that it would help your relationship. Obviously, if you shower them with gold for not much in return youd get a better relationship again, but as long as you're not coercing a bad deal (for example, invading 90% of their empire and then demanding all their gold reserves, gold income, strategic resources and all but one of their cities in return for not finishing them off, like I did to Egypt yesterday) then it should be improving your relationship with them.
