Why can I build Legion with one Iron source?

Why am I able to build a Legion?

I have one source of Iron, no Encampment, and I am the Suzerain of no city-states.

P.S. Do you think the orange civilization is about to declare war on me?

You haven't played with the new resource system before? Strategic resources now accumulate per turn. The screenshot says you have a stockpile of 27 iron. It's at the top next to all the other resource numbers.

Oh, right. I didn't realize that the new system in Gathering Storm meant that Encampments weren't needed any more if just one strategic resource were available.

Well its not that you dont "need" them. They just increase your stockpile. You dont need strategics improved, as long as you have enough stock for the next upgrade you are good. Wherever it came from, be it a city state bonus, one time trade with AI etc. Until Industrial era I think, that units start to spend resources per turn (coal, oil, uranium)

It depends on a few things. I would say it is more likely that they are looking to attack one of those city states (Hattusa or Muscat).

They did declare war a couple of turns later.

I'd given them +15 Combat Strength, but I defeated them.
